I think using a lip pencil is the quickest, most effective way to achieve a fuller lip. Even a tiny exaggeration around the lip will make them look way fuller!
Try highlighter on your cupid's bow and clear gloss on the center of your lips (Revlon's 'Foiled' is perfect) to give the illusion of a fuller pout. :)

I second exfoliating, hydrating, cinnamon, etc. Face yoga is worth a shot too! What I do is put a very shimmery highlighter at the Cupid's bow, nude liner right outside the natural border of my top lip line, and dark brown liner underneath the center of my bottom lip. I also put a lighter color in the center of my lip to create the illusion of a more pouty look.
