You put it in your waterline. it looks like you have black on the bottom too in your waterline.. which makes the eyes appear smaller. Try doing white in the waterline ans then black on the lash line if you must have black on your lower lid.

In my opinion, white is too harsh. Nude eyeliner will accomplish the same thing, but without the stark white line. (For the record though, I don't see much of a difference either. Haha)

When you use white liner ypur supposed to use it lightly and not apply to much because you'll look crazy.

Try the benefit eye bright in your inner corners and tarte emphaeyes (or still eye bright if you only want to buy one product) on your lower water line. Your eyes will look so amazing and wide open and one day you'll go to question it and only put it on one eye and take a step back and realize it is definitely making a huge difference haha. They are both a pinky flesh color.

There is a nude eyeliner by Stila in the shade Topaz which would be perfect for this method! But just as previously states above, I wouldn't use black eyeliner as well. The nude shade (much less harsh then white) will really open up your eyes and make you appear more awake, where black really closes them and makes them look smaller.
