Our local brands over here have really cool eye shadows. i guess they are really pigmented because of our skin colour. I rarely have issues with all the blue eye shadows from our Nigerian brands.

Sugarpill, Inglot, Urban Decay.
Mac has good blues too but I think you get more bang for your buck from the aforementioned brands.
Sugarpill has the bright blues, where as Inglot has more of variety from sky blues through navy.

Sugarpill, Inglot and MUFE if you want very pigmented blues. Inglot has the largest variety of shades too. MAC is ok but the three listed are of higher quality IMO
