Baby lotion is best...if by chance when removing your eye makeup with baby lotion, it will have no affect...and your eyes will be safe...no need to worry about that...I don't prefer baby oil because if it enters into your eye your sight wil be blurred for sometime...

You can make make up remover wipes. You need baby lotion, baby shampoo, a roll of paper towels and 2 cups of purified water, a microwavable bowl, and anything like a butter bowl.
First your pour the water and shampoo and lotion in the microwavable bowl. Heat it for about 10 seconds then mix with a whisk. measure the roll of paper towels so it will fit in the butter bowl and the lid will still close, cut it all the way through. Now pour the mixture on top of the paper towels that are inside the butter bowl. Turn the butter bowl upside down for 5 minutes. Turn it back over and pull the middle of the paper towels out, the cardboard part. Cut an 'x' in the lid of the butter bowl. From the middle of the paper towels you can pull one up through the hole, just like wipes.
