How are you applying the eyeshadow? Like, what brush are you using?

I've never used a lot of loose pigments because I have the same problem. But I finally found the secret ingredient for them to work on me. I use the Hard Candy Showgirls Seceret Glitter Glue. That's mostly for the lid. If you want to be able to blend I also use a primer like Urban Decay Primer Potion and sometimes a little bit of NYX Jumbo Pencil in Milk. It also helps intensify the colors that way.
Here's a tutorial i did using loose pigments if you want an example.

You can get Hard Candy from Walmart. I think though that if you try applying the loose pigment wet as well it makes a difference.
