I have to say my favorite is actually Maybelline Ultra Liner... Once it dries, it lasts FOREVER... it doesn't come of unless you use a heavy duty makeup remover or scrape/chip it off in flakes (which isn't an issue while wearing it). I have somewhat oily lids, and this is not an issue. Out of all high end and drug store products I've tried over the years, this is something I always end up going back to.
I have used a few of the liners mentioned like the stila, mac, and nyx... but I prefer the maybelline

For liquid, my favorite I have come across is Urban Decay 24/7 Liquid Eyeliner. Gel liners are pretty good too though if you haven't tried them, I got mine in my schools makeup kit and they covered the label with my schools sticker so I can't personally recommend a brand, sorry.

To be honest , the one dollar elf with the black tube is amazing, I recommend it all the way! I used to get it at target , but last time I went back and they had this white tube, with the color sticker on the bottom, which is two dollars. I tried it and it was horrible! It dried out so fast, literally two seconds after opening it! Get he dollar black tube, not white! I wish you could find the black one but I can't :(
