I Want To Achieve This Blonde Hair Color! Help?!

Hey!
I have been blonde many times before but as per so many other ladies out there, have had bad experiences. My hair was blonde two years ago but got very damaged by my hair dresser who didn't care to do treatments or watch the time....

I had to cut a lot of length off my and hair would consistently break.
I would like to be blonde again but not platinum blonde

This is the color I would like to achieve
Can anyone give any advise on which peroxide developer level to use? I was thinking level 20 or 30 because my hair is three shades darker but takes fast. My hair also goes brassy very easily.


GOING TO A SALON IS NOT AN OPTION! I do a good job of dying my own hair, I also do not have the money to afford a professionals time and I don't trust any of the stylists in my town since I"ve been to all of them before and they have done a bad job for silly prices.

I always cut and dye my own hair now due to too many bad experiences in the past.
I have had many years practice in dying my hair but just want some external advise :) 

This is my current hair color. I was gonna get bleach powder from sally's beauty, the Wella welllite lightening powder along with one of their level of peroxides.

I would say use the lowest level of peroxide and, if you don't mind the wait, do it gradually. This will be the kindest to your hair :) For example, do one bleaching, wait 1-2 weeks with consistent treatments and then bleach again. I have completely white-blonde hair and I do this when I dye my roots, I find it's the least damaging. Judging by looking at your hair and the photo, you probably won't need a lot of bleaching.
