It's hard to fix something genetic but I think some natural skin toners will help! Try masks from cucumber, turmeric, yogurt, cinnamon. Check out a local Lush store and see what they recommend.
Also here's a recipe I use for evening out hyperpigmentation. It's pretty easy and naturally helps your skin to cool down into an even tone.
A toner can be made by brewing a strong tea with a chamomile tea bag and 1 tbsp. to a 1/2 cup of water, steep for 3-4 hours, strain and combine the tea with 1/2 cup witch hazel. Use this as a toner for the skin after washing for natural home remedy for brightening the skin.

I do DIY facials at home that help for that. All skin is different so I'm not promising results. First you use a warm washcloth on your face to open pores. Then you put honey all over your face, and leave it for 15-20 minutes. Rinse off then use a cold washcloth to close your pores. You may also put half the amount of extra virgin olive oil in as you did honey, to moisturize and soften your skin as well.

Try a non coated aspirin tablet. Crush it up and mix it with a little water to form a paste and apply it on your red patches. It works a charm for pimple redness so I don't see why it won't work on your skin:£
