The same thing happens to me too! What I usually do is apply my everyday moisturizer and mix tinted moisturizer with whatever foundation I will use and it just makes it more hydrating (:

Exfoliate at night, with a soft bristle brush and a face wash, remember to lather and leave the suds on for about 30 sec-1 min, let the wash do its job. Over night creams are a dream lol. In the morning DO NOT WASH YOUR FACE! Your natural oils are healthy, if you need to before applying a day time moisturizer/SPF just dab a cotton ball over your oily areas or use that soft bristle brush you used to exfoliate but use it dry, no soap no water like a dry brush and then gently dab your face with the cotton ball. Then after moisturizing be sure to let it set for a few minutes and then go in with a oil based foundation for dry skin, I love revlon colorstay for dry skin. If need be don't be afraid to mix your foundation with your moisturizer or a light tint. And finally, don't be afraid to use a setting spray with water not alcohol. I live by the Evian face spray. It's literally water. Following a routine will get your skin to a stable level. Be careful not to over use moisturizers though as it can cause break outs or even make your dry skin worse.
