They may be ingrown hairs. If nothing works, I suggest seeing a derm.

Just go through a skin cleaning process at a cosmetician or skin doctor. I too have deep black heads that block pores, but they can't get out by thrmselves, only by applying massivr pressure on them, and thats what the skin cleaning process is.
