By far the best I've ever tried as an lip balm junkie - Burt's Bees origins lip balm and Body Shop Cocoa Butter lip balm. Both are very moisturizing and softening. I wear the cocoa butter under lipsticks too - keeps my blip moisturized but still allows the lipstick pigment to really hold.
