I have so many cheap eye shadows and I feel like they don't come out so pigmented, what's the best way to make them stand outOR look more pigmented. please and thank you.

Revlon eye shadows are like 3$ and work just as well as my Mac ones. But Maybe a decent makeup brush would help the pigment.

NYX pencil in milk. But I would recommend at least getting a good palette. Coastal Scents and BH cosmetics sell really pigmented shadows cheaply.

I use the elf eyelid primer, then NYX jumbo pencil in milk, then eye shadow applied with elf studio brushes. I like elf and LA Colors eye shadows, they are very bright and pigmented when combined with the NYX pencil. :)

NYX jumbo pencil. Try using one thats the same color as the eyeshadow. You can also apply the shadow with a wet brush! What brand of eyeshadow is it?

Bh cosmetics the 3rd edition is the most well rounded one. has mattes and shimmer eye shadows. the fifth is more neautral lots of browns and not too crazy colors. don't recommend the fourth its shimmer shadows and I barely reach for that one to be honest.

BYS, MUA & Coastal Scents have good pigmented eyeshadows that are super cheap.
I recently used BYS eyeshadows on an actress and they turned up beautifully on camera (pics of it are on my profile)
I just put my normal foundation and powder on, then put stick foundation on my lids, blend that in a bit, then apply primer all over my lids and then do the eyeshadow.
I'm not using any fancy brushes at the moment, just Models Prefer, so it might just be the tecnique you're currently using.

Wet and wild eyeshadows are so pigmented and have great colors, try the trio walking on eggshells.
