Hair: curly updo. Makeup: incorporate a blue eyeshadow to match the color of the dress but don't make it too dramatic. Nails: you can never go wrong with french tips but a similar blue to match with the dress is good too. Since I see some gold/silver detailing, you should wear gold sandal heels.
