I loke ELFs gel liner and its only $3. I wear it on the top and my bottom waterline and it doesn't smear. But depends on the person too.

I hated ELFs gel liner! It wasn't pigmented at all and migrated everywhere. I've heard good things about Makeup Geek gel liners, Coastal Scents gel liners, or on the expensive side Bobbi Brown or Inglot gel liners.

Essence gel liner! It's seriously better than half the other, more expensive products. It's honestly way better than mac's by far and way cheaper.

I love love love the Physicians Formula gel liner stacks...I think they are a huge under dog in the makeup world. They are really pigmented, last forever, and you get 3 for the price of one!!...also the Wet N Wild gel liner is really great also and it's only 3 dollars! Can't beat em with a stick I swear,
