Honestly , the best ones are sometimes the cheapest ones, the best pair I had were no7 and I now have a pair from primark which work so well!!

I have the Tarte curler & I love it! It's very easy to control. I really prefer the spring-loaded curlers over the cheaper all-metal ones that behave closer to scissors as far as the handles go (if that makes sense). For me, the Tarte was gentle but effective and felt well-made.

I disagree with Laura C, I think it pays to save up for a quality curler. I tried a few drugstore ones and they were a big let down. I love my Shu Uemura curler, it's amazing and been durable for years. :)
