You can try exfoliating your lips to get rid of the dead skin before applying lipstick or gloss.

Exfoliate lips with a lip scrub. There are many tutorials on YT so I won't get into detail :) Most involve sugar, honey, and olive oil. Also, using a product called Blistex before bed has really helped me. It's a small blue tub that usually costs 1 or 2 $$ at your local drugstore; it lasts a while. If you don't have time for a scrub, putting a bit of vaseline or blistex on a clean toothrush and scrubbing your lips gently can exfoliate them.
Good Luck xx

You can use a lip scrub :) I bought mine from lush and its so amazing and tastes minty. You can make your own by mixing sugar ad olive oil together and if you want use a tooth brush to scrub your lips :) also to avoid the peeling use a good Chapstick like Burt's bees. You can never go wrong with them.

One way to avoid is to use chapstick or vaseline before you use lip gloss/lipstick. Another is to exfoliate your lips often. Honestly, I use my face exfoliator on my lips, just because I don't like buying lip scrubs. Or you could make a lip scrub. But I just use my Neutrogena Foaming Scrub Pink Grapefruit Oil-Free Acne Wash, works perfectly. I always have soft lips that rarely peel. Then probably every other day or almost every day I use vaseline or chapstick. And not like the fruity girly chapsticks. The actual chapstick that works and helps your lips moisture.

Elf makes a lip exfoliator that comes in a tube just like lipstick and it works really well. It was only $3 at target.

Exfoliate with sugar... You could use salt too but if you have a cut on your lip it could hurt. So sugar those lips ;D
