I started wearing mascara & lip gloss at 12, so I think you can start wearing some! Just don't wear crazy eyeshadows or crayola eyeliner. I also think you should stay away from any face products like concealer, blush, etc., apart from special occasions; save your skin from extra chemicals for as long as possible.Still, feel free to experiment with different looks when you're bored at home!

Well, makeup is a relative term. ChapStick could be considered makeup. But for lipsticks, mascara and so on I would say seriously wearing it is fine around 13. But don't stifle creativity in adolescents either is what I say if a girl/boy wants to try makeup at any age let them. It isn't hurting anyone unless they eat it or mascara their eyeball.
