Trouble finding jeans that fit!

I have trouble buying jeans! My hips measure between 35 and 36 inches, so at just say American eagle I tried a size two which fits nicely on my hips but they're so loose on my thighs! When I wear a zero they for nice on my legs but tight on my hips. Idk what to do! I was thinking of going more for a jegging style, something stretchy bit clingy, that still looks like jeans? Any advice appreciated!

American eagle jeans will stretch out half a size, so they may just stretch out on the hips. Also, try lots of fits.
