There's a great youtuber I've been watching who has dry skin. I think it's all in the prep. Skin care is everything if you have dry skin. All foundations will settle into dry patches without priming and prepping the skin.

That's a long video and it might be overwhelming, so I'll just say that a skincare routine, with a cleanser, toner, exfoliant and moisturizer/sunscreen will help improve any skin type.
Also putting on makeup with fingers or a beauty blender will be preferable for people with dry skin as any type of buffing in with a brush is going to worsen dry patches.

Tarte rainforest of the sea foundation!! It's amazinnnnggggg I have normal/dry and acne prone skin. This foundation is the best. It hydrates my skin but doesn't make my skin oily. It's medium/ full coverage (you can adjust it) and it does not break me out or cling to dry patches and it doesn't settle into fine lines! It's amazinng! You should definitely try it out!
