After applying ole henriksen truth serum, the bottle says apply moisturizer. When applying moisturizer it just balls up though. Why? And how can you telll what base they have?

That sounds like more of an issue with your moisturizer. Sometimes moisturizers that are high in silicones ball up and stick to themselves rather than your skin. To figure out what base they have, look at the ingredients lists and if the first ingredient is "aqua" they're water based. If the first few ingredients do not include water but include ingredients that end in "-cone" or "-xane" then they're silicone based.

That happens when I use that serum with every single moisturizer I've tried...and I'm talking over 10 throughout the years. The only one that it doesn't happen with is the Ole Henriksen sheer something or other moisturizer. Sadly that moisturizer isn't rich enough for my super dry skin so I just use the serum at night:(
