I'm thinking of getting the dr.jart ceramidin liquid as a hydrating serum to add to my skincare routine. As the title says, my skin gets dehydrated and flaky during the dry winter months. I'm also a bit acne prone so have you guys had any trouble with this breaking you out?

The fourth ingredient is solvent alcohol, something nobody needs to put on their skin at such a high concentration.
You'd probably be better off experimenting with a liquid product from The Ordinary. Their HA 2% +B5 or the Buffet might be decent for you, and you can always give their customer service a shot for product recommendations.
That said, it might be worth a shot to look at what you currently have going in your routine; what do you use right now?

I haven't tried that product, but last year I had major issues with flakiness. I used the Kiehls ultra facial lotion that comes in a little pot (it's thicker than the one in the bottle), an Origins overnight moisture mask, and a rubber pad with little nubbins on it to exfoliate while in the shower. It kind of looks like the Luna Foreo face brush but you just rub it on your face, there's no battery or anything. They had them for $5 at sephora, but they can be found elsewhere for closer to one dollar. This combo really improved my skin and dealt with all the flakiness and that dry, tight feeling.

Leuca, I'm using a Clinique acne foaming cleanser, Algenist hydrating essence toner, an acne medication prescribed by derm, the first aid beauty hydrating serum (will replace this with dr.jart or another serum), then dr. jart water fuse gel moisturizer and a mineral sunscreen.

I use the Ceramidin cream and it's amazing! I also use the liquid (which is really a serum). The alcohol hasn't irritated me- from what I understand, the alcohol helps the other ingredients to work to their full potential. I've been using this combo for a week and my skin is transformed- I was dry and dehydrated and now my skin is baby soft. I am very picky with skincare and was concerned about the alcohol. I consulted with my friend who is an esthetician and a skincare expert and she had good things to say about this product (and the line in general). I really think the liquid works best when it's used with the cream. Sephora sells a really cute combo for a reasonable price.
