The only thing that has ever worked for my dry and chapped lips is the Fresh lip treatments, they have SPF 15 and you can get it either with some tint of color or colorless (:

Carmex Lip Medic for a cheap one that works amazing. it's my favorite. I also love the Fresh Lip Balms (however I absolutely hate their lips balm that comes in a jar. it's horrible and not moisturizing at all)
