Is there any reason I cannot use contour powder as foundation? I am looking specifically at the Anastasia refills - some are very close to my own face color. Was thinking I could then make my own palette w lighter and darker powders for the actual contouring. Thanks so much.

With make-up, I feel there are no rules, and if it works for you, then go for it. Although, there are specific products that are marketed as "multi-use", I find that using a product specifically what it's made for yields better results. Contour, highlighters, bronzers and blush are usually sheer and don't offer coverage. If you don't need coverage and just want to warm up your skin or just add color and dimension, then you can probably get away with it. Touch up powders/setting powders to reduce shine and refine pores have a different formula then let's say an actual powder foundation. Powder foundations although drier than a liquid foundation, obviously, still has a thicker, slightly more creamy formula in order to adhere to the skin and cover up slight imperfections whereas most touch up powers do not. My suggestion is to try it and wear it throughout the day to see how it wears.
