First group is drugstore-mid range price and traditional powder formulas that can be used with almost any brush you like:
LA Girl Strobe Lite Powders
Makeup Geek Highlighters
Lorac Light Source Illuminating Powders
Jouer Powder Highlighters
The next group is mid range-high end and consists mostly of gelee powder formulas, which you'll want to use a natural hair/textured synthetic/natrafil fiber brush with to avoid hard pan and best product pickup.
Too Faced Lovelight Highlighter (very pretty but needs building up)
Dior Nude Air Luminizing Powder
Burberry Fresh Glow Highlighter
I wouldn't say any of these have actual glitter, but the Lorac Highlighters are one of the most natural looking formulas I've ever used.

My favorites for illuminating and giving that wet, dewy look but avoiding glitter are
Revlon skin lights in bare light
beccas LIQUID illuminators. the powder are full of glitter. I still like them for drama but they are what they are.
Kevyn Aucoins celestial skin liquid and powder are my everything when it comes to this
Laura mercier face illuminator
and believe it or not Ofra highlighters I've tried can be sheered down nicely, though they are less on the natural side they also lack noticeable glitter
