Personal use: hakuhodo is truly worth its hype. they are pure quality. BUT you aren't supposed to DEEP clean them often so they are not exactly ideal for a kit. I've heard chikuhodo are just as good if not better but haven't tried them.
Bdellium, real techniques, and rae morris are all good quality in my experience and the first two are priced well for getting multiple sets for a kit.

I agree w/Brook, the IT Brushes from Ulta are great! I have their large powder brush and it is HG for me. I recently purchased a Wayne Goss 02 brush to set my undereyes, it is lovely. I also have several Luxie Beauty brushes that are good daily drivers.

I agree with Leuca. I tend to look for specific brushes that fit my needs. Some are expensive, some are not. Some of my faves, Morphe, Sephora, Real Techniques, Senna, Sonia Kashuk. Some people like to buy sets, but for me, I hate having brushes in a set that I have no use for. But, if you're on a budget, sets are economical unless you go high end.
