You can do a classic cat eye with a bold lip. You can maybe do a half up half down hairdo with bouncy curls.

Love your dress - you look amazing...definitely rock the old Hollywood look...agree 100% with the cat eye and wavy hair look.

Yes! Old Hollywood look would look amazing. Maybe do a cat eye, red lip, and blush. With your hair do half up and down with wavy hair. maybe do loose finger waves on your front bang.

Since you don't want to do a traditional red lip, maybe a vampy dark red lip would look pretty. I think you should still stay in the red color scheme for the lips though

If I was doing prom makeup with this dress I would keep it simple but sultry and let the dress speak for itself. for that reason I agree with not doing a red lip. but I also agree with taking "old Hollywood" inspiration in other forms mentioned. a more neutral glossy nude with a soft black gradient eye, with or without a wing depending on your preference. glowy skin, but a softer highlight so it doesn't compete with the dress either. I would only conceal where need be and slip foundation of you feel you can. for a blush I would have to see you in person to be more specific but I would go for something to balance the red and neutral tones, so a medium warm pink or rose, a cooler peach, something like that. I would agree with a half up do, or a wavy/curly, low bun. I think you did choose a good dress for yourself and you look very pretty just trying it on. I hope you enjoy yourself that night!

Yesss do Hollywood waves! And a nice smokey or gradient eye would look really pretty, with nude glossy lips... Chloe Morello on YouTube has done lots of sultry smokey/gradient eyes and makes them look so easy to do!
