Not necessarily. I don't bother because my natural oils will come through and balance out areas I powder. Setting sprays also tend to be loaded with alcohol which isn't great for your skin anyway, more reason to save it for special occasions

You can do it if you want, I don't use a setting spray everyday because for me powder is enough. If you want your makeup to last longer, I would suggest using a setting spray.

I get really oily super quickly so a setting spray is necessary for me on a daily basis. I use the Elf Setting Spray over my powder and I don't to have to touch up at all even with my oily skin!

As everyone else said in one way or another, it would really be about the situation. if it's on drier skin that normally wouldn't need powdered but you needed something to set the product itself, definitely. if you are getting a powdery look after application and need to "settle" things then it's called for. the right kind of spray can help things last longer than just a powder will when you need to, a setting spray is good for everyday wear and a barrier spray like the one from mehron or the PPI marble selrs can help a lot for events. a powder helps by setting things so they don't slip as much, a spray will create a barrier between the makeup and the elements. so is it necessary in every situation or on every skin, no and I think that the same is true with most makeup application. it's all case by case.
