I'd take colours that in popular palettes for brown eyes (for example, golds, silvers, neutral shades such as Browns and taupe, rose gold, purples, black) and make your own palette. You can do this on many sites but I like Makeup Geek and Inglot. This means that you've got a palette that you'll use every single eyeshadow of, as opposed to getting a palette which you may only use (for example) 8 out of 12 shadows. Making your own palette isn't generally any more expensive than buying a high end palette.

I love making my own palettes. I've done it with, MAC MUFE and ABS. With MUFE, on Sephora you purchase 3 and get one free. With ABH, it's 4 for 40 bucks (2 dollars off each shadow). MAC is 6 dollars per pan. I think the quality of MUFE and ABH is much better than MAC. I would rather have 4 great eyeshadows that I will use as opposed to a palette that has shades that I might not like or use.

If you would rather get a pre-made palette, you can't go wrong with Viseart. Even the Theory palettes. Chroma would be stunning on light blue eyes. I have Minx and Cashmere. I think Minx might be too warm for you but Cashmere would be gorgeous. Viseart makes my favorite eyeshadows. The 80 dollar price tag can be off setting so sometimes people start with the Theory palettes ($45)

I'd get the naked 3 palette by urban decay, it has a lot of pretty rose colors that look really pretty on blue eyes.

I use my Semi-Sweet Pallet by Too Faced most since darker golds make my blue eyes pop most, however you should check out the Too Faced Natural Eyes Pallet! It comes in matte, too :).
