I personally love the real techniques setting brush for highlighting. The Anastasia Beverly Hills #23 is also fantastic.

Do you have a budget? If not, I suggest the Wayne Goss #2 brush, if the highlighter is powder. It's tapered and super soft, and it doesn't disturb the foundation underneath.
I also have a super soft synthetic fan brush that I love for highlighting, but it doesn't have a name, I lucked out picking it out at the market :)

I love the Morphe 438. I know there are other great Morphe brushes for highlighting, but I just love this mini tulip shaped brush because of its luxurious baby soft bristles. It's a pleasure to use. I believe it's meant to set undereye concealer and it's perfect for that too, esp. for the sensitive and delicate skin under the eye. Plus, it's a unique and beautiful brush.
