Clean them up a bit before filling in. The beginning of your eyebrows are pretty full so just even out those hairs, then pluck or wax the little hairs below and above your brows for a cleaner look.

Personally I wouldn't try plucking them yourself because you could end up with the mistake of overplucking them. And trust me, my overplucked brows are finally coming back after 3 years. I recommend going and getting them waxed at a Benefit Brow Bar (Ulta has them and you have to make an appointment) and they'll also help you fill them.
As far as products go Anastasia Beverly Hills all the way! I have used every drugstore pencils, powder, gel and a gazzilion high end products (including Benefit; good at waxing but I don't like their brow products). I recommend the Anastasia Brow Powder Duo and Brow Wiz. Also, after you get them cleaned up the first time, then maybe just try plucking the stray hairs instead of going and getting them waxed all the time, unless you want to...
Now for filling in, Pinterest has great tutorials, but you honestly don't need to do much to yours because they are nice, and will be better when you get them cleaned up.

Ultra has a "Brow Bar" where you just walk in, and they do your brows. then you can buy the products from the store if you like them. Win-Win!
