I'd recommend you go to a makeup counter and get yourself booked in for a little makeup lesson. Some counters (e.g. clinique, bobbi brown and benefit in the UK) offer these for free and you can either get your whole face done or focus on a certain area. that way you learn how to apply products straight away in the proper way. If you are willing to spend that much, they will also recommend the right products for you or you could always get something similar from the drugstore. :)

Some specific things I started with about 2 years ago was foundation, powder, blush, and mascara. my mom and twin helped me with that. once I felt confident in applying those things, I had additional help with eyeliner and eyeshadow because that can be a little tricky. it's a lot of fun once you start :)

For me I got into makeup by simply testing and experimenting with what looks and works best for me! Never quite watched YouTube videos as what works for some doesn't always transcend the other way. I'd start with cheap makeup and test it out :)

I strongly suggest YouTube! That's how I first got into makeup. I enjoyed the videos and soon began to want to explore. I know that Coffeebreakwithdani has a mini-series about basics and such!

Sephora has free classes. I learned a lot. Back when I was a teen, dinosaurs still roamed the earth, so products and application have changed a wee bit since.
