#2! They're both gorgeous but the second one definitely speaks. From the high neckline to the lace like sleeves. The only thing is it's a little too sheer. I know you said the panels would be covered but I know a lot of schools have really tighten down on dresses like these for prom. Even it's technically covered up, they believe it's not because you can see skin. Of course, I don't know what school your going but just something to think about. Hope this helped! 😊
