Your hair is quite light as it is.
Is that your natural color after the silver and toner came off?
If that's the case then you can probably just buy a hair color and use a 30 volume developer to get to that color you want.
Bleaching with a 20 developer could also get you there and faster/more predictable.
With hair dye you don't always know for sure whether your hair color will lighten up the 2 shades.
From my experience hair dye as only lightened about 1/2-1 shade unless I used a high lift color but I wouldn't recommend that unless your hair is really dark

I don't wana say bleach cause I already know your hair was super light so in the back of my mind you shouldn't need another bleaching however if the toners and stuff aren't working maybe you need to have them bleach it once with maybe 20vol for like 15 minutes just to start fresh with the colouring but that's just what I'd personally have them do or do by myself. Your hair looks super ashy blonde compared to the picture you want to go is and toners and stuff are just going to make it ashier.

Yea I was thinking about doing a bleach bath then using like a blonde box dye. I won't be able to get it done professionally bcuz were tight on money right now and I've never done anything to my hair like at home so I'm a bit nervous but I'm willing to try it ^.^ thank you guys :)

Also, Aurora yes this is pretty much the color after the toner came off. I've been using clarifying shampoo but it's just a weird murky yellow color and it won't go like white :/

Yeah I would do a short bleaching and then you can go ahead and color it.
Your hair is quite light so you really don't need to bleach it that long.
Then just find a hair color that matches that color and it should match.
It should be pretty easy since 1. Your hair is quite ash already and 2. Your hair color is quite light.
It's only tricky is you had warmer and/or darker hair which would have to be bleached longer then toned, etc.

Oh, and when you do the bleach, apply it more to your ends and the mid/shaft. Try to avoid the roots because they process faster.
You can add bleach to them about 5 minutes before washing the bleach.
Even if they are a little darker, it's okay.
Your hair color will help even it out since again, the heat helps it process better/faster.
