I recently bought a sleek blush by 3 in the shade Californ.I.a.
the blushes are all cream blushes. how is the best way to apply them? & can you apply them over face powder? :)

Liquids and creams should go on before powder. I use a stippling brush for cream products (blush, highlight, bronzer, contour), but Sam's suggestion works as well :)

I always apply liquid and cream products first - then I apply powder.
You can apply a cream blush any way you like.. you can warm it up a bit on your fingers and gently tap it on your cheeks and help blend it out with clean fingers or a buffing brush. You can use a clean moist sponge and gently press it on and using the clean side to help blend it out, or a stippling brush. It's all personal preference, I usually like to use my stippling brush to add coverage so I use a disposable wedge or my fingers!

I use a round-top stippling brush. I have 4 types of stippling brushes. A round top, a flat top & a paddle top and even an angled one. I prefer my round, but will use my angled for more precise application. Its just about preference.
