I've tried both primer and setting spray for my face and shadow and I was wondering if there was a different or if one is better than the other.

A primer can have several benefits or effects, like hydration, evening the skin tone a little, filling pores, illuminating, and longetivity.
Setting sprays are usually only used to set the makeup, increasing longetivity or decreasing cakiness.
For eyeshadow, usually primers are for helping shadow stick better, increase vibrancy of the shadow, decrease smudging or transfer, and help eyeshadow to look the same for longer
