Hi Emma! What primer are you using? And what's your skin care regime like?

I'm personally very oily through my t zone and more normal everywhere else. I use a light weight moisturizer (I'm using Lancome Engergie D'vie at the moment) then apply a general primer (I alternate between Le Blanc de Chanel and the Marc Jacobs Coconut primer) for my "normal areas" then I apply the MUFE mattifying primer through my t zone (This stuff is amazing! You only need the tiniest bit). I then apply foundation ontop, I personally use a tinted moisturiser (glowy and light weight) rather than a matte foundation (like double wear) so I'm not sure how this would work with a more matte foundation.

I also set with powder (Charlotte Tilbruy Airbrush Flawless Finishing Powder) and a spray of setting spray (Urban Decay All Nighter).

I find this will last a good 4-5 hours without becoming super oily, then I have to start blotting/ powdering a bit.

The thing you need to know is that oily skin is pretty much just extremely dry, which is why it gets oily- it's trying to overcompensate for the dryness by creating more oil- so my tip is find a good, very moisturizing, moisturizer and apply it LIBERALLY right before you do your makeup and when you go to bed. It should help your skin balance out. Also, make sure you are not stripping your skin when you wash it. For example, face washes for oily skin are going to try to strip away all the oil, when that is the last thing you want. Maybe try a moisturizing face wash or something that isn't stripping. Also, it's okay to have oily skin! You may not love it now, but people with oily skin are the ones who age less since the constant oil production prevents wrinkles:)

You can use a homemade mask from honey and lemon juice before applying your make up. and you can make a face scrub made from coffee, honey, olive oil and brown sugar when you want to do your make up.

I prefer lotions meant for normal to dry skin even on oily skin.
I'd use a small amount of the cerave moisturizing lotion. It's very hydrating and light even on those with oily skin.

The thing is, most moisturizers for oily skin are either just very watery and evaporate too quickly, leaving the skin dehydrated or they have mattifying ingredients that end up cuing your skin to produce more oil.

A good moisturizer should have a balance of humectants and emollients.
Lighter or Less emollients is better for oily skin that has more humectants which draw moisture to the surface of your skin and keep it moisturized but they still need an emollient to keep from evaporating.

Also note, oily skin will still be oily. Touch-ups are inevitable even on the most long wearing products because your skins oils begin to break down the makeup and sorta mix with it effecting the wear and mattifying effect.

I suggest getting some blotting sheets that have no powder.
I like to use end wraps as blotting sheets. You can get a box of 1000 sheets for about $3 at Sally's beauty supply, they'll soak up the excess oil so you don't get cakey when you touch up with a powder

then after you blot, go ahead and touch up with a blotting powder which will help soak up excess oil and help keep oil at bay. They tend to have ingredient that help mattify more so than regular pressed powders and/or powder foundation
I really like the MAC Blot powder, just use a fluffy kabuki brush and you should be good for a few hours if not the rest of the day.
