My highlight doesn't pop as much as I think it should and I feel if I put a lot I'm going to look cakey.

If you wet your brush with water or setting spray that should help make the color more vibrant.

You could also try layering a powder highlight over a liquid or cream highlight.

Scratch your highlighter a little bit. cuz I've noticed that the very first layer of the formula is always not popping.

I guess it might depend on the highlighter you are using. Kailey is right. Cream and powder together should make you glow like crazy. I use the Becca highlighter set and I have to be careful not to over do it, otherwise I look radioactive!

Use a damp beauty blender or sponge and apply your highlight this trick should make your highlight more pigmented and will make you glow that's what I do anyway and it makes my highlight amazing!😊
