Suggestions for ash blonde toner?

I'm trying to replicate the color of the hair pictures it I'm not sure what toner to use. I've tried wella lightest ash blonde before and it turned my hair silver. Any suggestions?

The hair in the pic is pretty much white.
The Wella toner in lightest ash blonde has a bluish base I believe which would explain the silver outcome and maybe you left it on too long or it was too dark.

Basically, to get a white shade like that, you'll just need to bleach your hair a very pale yellow and then use something like the Manic Panic Virgin Snow which is a pale lavender shade and it'll neutralize any yellow.
Since purple neutralizes the yellow you will end up with pretty much white instead of silver (which was a result from too much color in the toner or too much blue).

I use that Wella toner and never had any issue. It's the only toner I've ever used tbh.
