The hair in the pic is pretty much white.
The Wella toner in lightest ash blonde has a bluish base I believe which would explain the silver outcome and maybe you left it on too long or it was too dark.
Basically, to get a white shade like that, you'll just need to bleach your hair a very pale yellow and then use something like the Manic Panic Virgin Snow which is a pale lavender shade and it'll neutralize any yellow.
Since purple neutralizes the yellow you will end up with pretty much white instead of silver (which was a result from too much color in the toner or too much blue).

I use that Wella toner and never had any issue. It's the only toner I've ever used tbh.
