I am using Cover fx natural finish oil free foundation and Paula's choice skin recovery replenishing moisturiser for dry skin under the foundation and I do wait a few mins so my skin absorbs the moisturiser. I do cleanse and tone before applying the moisturiser but my foundation just sits on top and looks very streaky and transfers easily, it's not sticking to my skin. I use a RT sponge to apply the foundation.

My skin is dry/flaky and sensitive.
What could be the problem?

You could be using a moisturizer that is to oily. It could also just be the brand of foundation you are using. I noticed cover girl is like that for me, maybe your foundation isn't right for your skin. Maybe try a new foundation or new moisturizer? Also try using a setting spray to set your foundation.

I find that matte foundations stick on my skin really well but they are not ideal for my skin type since I'm very dry and flaky

There could be a few different factors like the moisturizer being too rich usually the richer types of moisturizers have more emollients which tend to create a layer that helps lock in the moisture but that particular layer may not be compatible with your foundations base and not letting it dry down which could be the reason the foundation transfers and streaks.
You could try blotting your face after you moisturize.

Another factor would be the application.
I'm not really fond of those type of sponge, you're stippling product on like a stippling brush which can give you more coverage(at least with the stippling brush, the sponges tend to sheer out coverage)
BUT you're not really working the product into your skin so it may be applying it too thickly.
I'd try applying it with a foundation brush or a buffing brush.
Although, a buffing brush may cause your skin to peel depending on how dry your skin is so using that convention type of foundation brush may be a better option.

I wouldn't necessarily skip your moisturizer if you do have dry skin, perhaps just try to blot your face with a tissue after your moisturizer to help soak up a little bit of the extra emollients.

But yes, a brush should help work your foundation into the emollients

When I apply the moisturiser and wait a few mins it stays on top of my skin, I feel like my skin doesn't absorb it, I touch my face after a few mins (10 mins) and it feels like I just applied my moisturiser. That's probably why the foundation is streaky, I'll try blotting the moisturiser and see how it goes.

I would check the ingredient list for any silicones. Sometimes silicone don't mesh well with non silicone foundations. I'm not say it's definitely your problem. But it would be worth looking into.
