My hair has absolutely no dyes in it, it's its natural (maybe level 3?) brown hair with gingery bits at about the last inch. In the picture, it looks slightly darker than in person.
I was thinking of using L'Oréal Majicontrast in Red with a 9% (20vol) developer to prevent it from going too bright. Then, I'll do touch ups with a red Manic Panic dye.
I really don't want bright red, fire engine hair, just a nice dark red but I've been told that with my above plan, it will go bright red.
If this is the case, do you recommend any other methods? Or even if I go with my above plan and it goes too bright, I could just easily fix it by going over it with a darker dye?

I have naturally black hair and I can get a dark red pretty easily - it rarely goes super bright unless I get a burgundy color red - then it can even fade to an orange hue - so I don't think you will have an issue with it being too light - especially since you aren't using bleach - the only problem you may have (which I have had) is it being too dark and not really a noticeable change from your current color - unless you are in direct light - but in that case it's easy to lighten it as most reds fade quickly anyways

Thank you both. I didn't think it would go too bright but I just wanted to make sure. And are there any recommendations as to what Manic Panic red color I should use for touch ups? The only ones I really know of are Vampire Red and Rock n Roll Red but I'm not quite sure if these will do the trick.

Now on to answering your question ;)
I have very dark hair too, and if I use a super bright fire engine veggie dye like Manic Panic, it comes out very subtle and beautiful in my opinion.
I wouldn't use box dye since your hair is virgin, because box dye can take a toll on anyone's hair... Healthy is always best!
If you don't bleach a little bit, it will fade pretty quickly but a bright red will still show up, so the choice is yours.
Anyway personally I'd try red out with just some veggie dye over natural hair, then if you want to, move on to lightening it a little bit and putting the red dye over that. It will last a bit longer. I would recommend you mix your conditioner in with some of the dye so every time you condition, you are also refreshing your color.

Youre only going to need a bleach wash (shampoo + 20 vol bleach mixture) if you want it that dark of a red. Its way less damaging and it will lift your hair a little bit.
