That is soooo cute!! Does the straps across go over the chest or under?

When I see it I get a total 90's clueless vibe (I love that movie) so I'm thinking a long sleeved cropped top and knee high stockings!!

I'd keep it simple with a white 3/4 sleeve top and maybe black tights if it's cold and black flat shoes.
