Hi Shannie! I would recommend you check out Kiko online for eyeshadow, they are super pigmented and they have a wide range of colors. I depotted my dark brown eyeshadow so I'm sorry but I don't have the number for it.
For powder foundation, what kind of coverage do you need? I use Clinique Almost Powder and it should be around 25 euros, it lasts a long time and it comes in light shades too. I'm not sure if it's light enough for you, but it's worth trying, if you can swatch it in store. The coverage is medium- buildable and we're lucky because the European packaging is so much better than the American kind, because it comes with a handy little brush that is very soft and not useless like most! I love it!
The US version comes with a sponge :/

NYX has a few good ones in their single eyeshadows, they have like 10 that are dark brown and have different undertones so I'd check that out.
As far as powder foundation, the MAC Studio Fix is my fave, it gives a matte finish with medium coverage.
CoverFX pressed mineral foundation is pretty good too if you want more of a semi matte type of look, it has a good amount of colors but it gives more of a light-light/medium coverage.
