Vaseline is a sealant and not a moisturizer so that's why it's not doing anything to help. I'm a serious lip licker also but you have to try your hardest not to lick your lips. I have constant dry/chapped lips but they've been saved by the Fresh Sugar Tinted Lip Treatment. It's very hydrating and moisturizing plus it's tinted so it adds a little color to the lips although I do think they have one that doesn't have a tint also. I would highly suggest looking into that (:

I would suggest the burts bees original Chapstick. It's mint and so I burns when you put it on your lips but I really love it for that cause I kinda lets me know when my lips are fully healed. For example: when my lips are super chapped it burns a lot with the Chapstick, but it goes always shortly. But through the day/week when I apply it the burning gets less and less. When my lips aren't chapped or anything the Chapstick doesn't burn at all. So it kinda helps me gage how my lips are healing if that makes any sense haha. So anyways that's why I would suggest getting the burts bees one. So that you can tell when they are healing:) hope this helps haha.

Definitely don't put anything on your lips that burns! Most medicated and/or mint chapstick uses menthol, that's what gives it that "cool" feeling when you put it on. But it definitely shouldn't feel like more than a cooling sensation, if it burns, I wouldn't recommend using it.

Try putting on coconut oil overnight, I find it so moisturizing. During daytime always carry a chapstick and basically reapply whenever it has worn off. I really find most chapsticks work equally well as long as you are consistent with them.

I suggest buying a good lip scrub. But make sure to put a good moisturizing chapstick or Vaseline after you do a lip scrub
