I want my hair down since I hate up dos so I was thinking my hair to the side? And basic French tip since the dress has a lot of design already and makeup I'm not sure? Maybe natural eyes and nude lips or dramatic eyes and nude lips??

I would do a neutral light gold glittery eye. And maybe something like the picture on the left or the top right (that is my favorite; because its simple but still looks pretty).

Oh I forgot nails, I would go for a red (same as the dress) just plain no glitter since the dress has so much embellishment.

I definitely don't think you should do a French tip, it's such an everyday look. But I get that you don't want to take away from the design of the dress. I think a shimmery nude would be subtly beautiful and complimentary to the dress. The shimmer makes it special, but the nude base keeps it feminine & classy and let's the dress be the star.
