Help styling these shorts.

I recently got these two pairs of shorts for summer but I have no clue how to style them, they are elastic around the wast but are really loose around the legs. I was thinking a white off the shoulder blouse but I don't have one yet. Any ideas on what to wear with them and where to get a cute off the shoulder top?
