I'm not too sure about the eye bags (sorry!) but for the darkness I suggest the Tarte Maracuja C Brighter Eye Treatment. It definitely help with darkness under the eyes! Also make sure you're sleeping enough and sleep slightly propped up as well (:

Darkness is often a sign of dehydration or is hereditary. Vitamin C serums can help brighten the area a bit. For puffiness, I love Patchology Flash Patches (the company says these can be refrigerated) and I use the drugstore, generic Caffeine Eye Roller. (Mine is CVS) I keep my roller in the fridge. After rolling, I pat the excess in.
I think you'd benefit from an eye serum that has a blend of C and E. They work well together.

Stephanie, I am always eager to try new serums and am currently enjoying the C15 from Paula's Choice. It's an impressive formula that doesn't irritate my sensitive skin/eyes. I noticed in Daneille O's thread that she was loving the Body Merry Super 6 and so that may be work looking into as well if you aren't using Retinol in the eye area already. (avoiding the eye itself and lids)
