Scrub off all the dead skin with baking soda and your finger then moisturize with vitamin E oil :)

First and foremost, drink more water!!! You'll be amazed at the difference it will make. Second exfoliate the lips by slathering them in a rich lotion and gently rubbing them with a baby toothbrush or fingers. Once you've flaked off the dead skin moisturize your lips with a thick fragrance free lip balm. My favorite is Clinique Superbalm.

Carmex and a big glass of water! You'd be amazed at how much just getting yourself a little hydrated can do.

Coat your lips in Aquaphor every night and sleep with it. it might not be the tastiest but I found it effective. it'll heal and moisturize at the same time

Chapsticks are bad for your lips, they are ment to protect already hydrated lips. not for dry damaged lips. Using it will only make u need to use it more and more. I have been suffering with this all winter and the only thing that works to actually fix it for me is olive oil and sugar scrub every other day, and applying olive oil

Mix equal parts of olive oil sugar and honey and scrub your lips and rinse and hold a warm wash cloth to them for a couple minutes and then use a good lip balm

Don't use any of this stuffff.
1. Vaseline. Its magic. Ive always had major chapped lips and flakey peeling lips and vaseline is just the best. I carry a giant thing of the cocoa butter one in my purse. Once you start you won't use anything else! Also its a pretty good deal for a never ending supply of chapstick..... :)
2. Burts bees if you want to go the natural route. Its really awesome stuff and definitely helps.
but seriously, VASELINE.
