Heena, I think she means skin serum, not hair serum.

To answer your question, it depends on what's in your moisturizer. If you have dimethicone (or anything else that ends in cone) in it, then you're going to be blocking out whatever beneficial effect your serum is supposed to have. Silicones are generally used to provide a moisture barrier - keep bad stuff out, keep moisture in. However, it will also keep your serum out if you use serum after the moisturizer.

Serums are basically daily, concentrated treatments that help with a specific problem. Like a skin mask, except you don't have to peel it off after 10 minutes or however long.

Yes..always apply prior to ur moisturizer. You always want to layer in product consistency....from the lightest/thinest to the thickest/heaviest.
A serum is typically your "treatment" for your skin..For example I use a vitamin C serum for brightening prior to my moisturizer. Be sure to let each set in before applying your products. :-D

I agree work from lightest to heaviest...and give your skin time between each step to "drink up" whatever lotion or potion you just applied...a general rule I use is that unless the directions specifically say to use after moisturizer then apply it before
