I have dark brown hair. If light yellow can be tone to white, can I tone my hair to gray? (it makes sense to me in theory)

No, you have to go through a really long bleaching process to get to grey, it needs to be a white color if you want to get to grey.

Not really gray actually, light black (sounds stupid I know but I can't find a pic)

A pic would definitely help. Maybe an ash black is what you're talking about? In that case you could just dye it. They have ash black hair dye. Or you could dye it black and tone it to make it ashy. This is a terrible picture but it's the only one I could find on Google.

Yes I want something like this but I must not make major changes until June (stupid University aptitude tests don't let me change hair color between two tests) can I just have something grayish black with so less changing?

If you want ash black hair, you'll have to dye it. It'll look different because you dyed it. You'll have to wait until after the test I guess. Anything you do to your hair color will look different.
