Exfoliate and moisturize. You could an oil astringent. I use the neutrogena one. Carry blotting tissues and use a matte powder.

If you wear face makeup, make sure you set foundation, bb cream, concealer, etc.with a face powder (specifically one for oily skin). I would recommend the essence all about Matt! face powder (translucent/no extra coverage) or the covergirl clean powder for oily skin!

Also make sure that when you wash your face, that you're moisturizing as well because if you don't, it causes your skin to produce more oil, in order for you skin to be hydrated which could be another reason your face always feels oily.

Milk of magnesia works for some people. You apply a thin coat of it with a sponge before your foundation.

Use jojoba oil. it makes your skin thinks it has enough oil so that it won't over produce excess oil. then use a primer such as hourglass veil mineral primer and a mattifying foundation such as MUFE mat velvet + and set with a powder.

Don't put too much product on your skin will take less product. Use power than spray cause it will not be run as oily skin is greasy. I have oily skin and I use neutrogena as it does help.
